samsung 20 gb HDD

supposed to be a 20 gb hdd but i recieved it and it was only 10.2 gb...then i tested it and it didnt even work...he shipped it improperly, and my guess is it was dropped...there was no padding in the box, only the hard drive in the plastic tray that i comes with when purchased new, wrapped in a plastic bag and stuffed into a box with 3 inches extra space for it to slide around in and get banged up.
